I. POLICY
- It is the policy of the Charles Drew University to protect its students, employees and visitors while on campus, and to protect university property located on campus.
- The Office of Security Services shall provide for the protection of university students, employees, visitors and property, and will work to provide a safe environment in which the mission of the University can be fully realized.
- University students, employees and visitors must assume responsibility for their own personal safety and the security of their personal belongings.
- The Office of Security Services shall conduct education programs designed to increase student and employee awareness and aid in the prevention of crime.
- University security officers shall ensure the protection of university students, employees, visitors and property through the use of foot and vehicle patrol, observation, investigation, first aid and reporting.

University security officers patrol the campus and parking lots as follows:
Monday through Friday - 5:00 a.m. to 11:00 p.m.
weekends and holidays - 8:00 a.m. to 5:00 p.m.
Protection of university owned and/or leased off-campus facilities is
provided through contractual agreements with licensed protection
agencies.
- All university security officers shall be registered with the California
Department of Justice, Division of Consumer Affairs, and are required
to maintain current registration in accordance with the regulations of
that agency.
- The University Security Services has a formal Memorandum of Understanding
with the Sheriff's Department, County of Los Angeles, to request assistance for incidents that require resources not available to university security officers.
- University facilities are open to students, employees, and visitors Monday through Friday from 6:00 a.m. to 8:00 p.m.
Students and employees may access university facilities on weekends and
holidays from 8:30 a.m. to 4:30 p.m. with approval of the Security
Services Office, the department/office head, and the respective vice
president.
- Keys are provided by university Security Services to individual employees on a need-to-enter basis, as determined by each department head.
II. POLICY OBJECTIVES
- To ensure a safe and secure environment for Charles Drew University
students, employees and visitors.
- To provide for the protection of university property and equipment against theft and vandalism; and
- To increase awareness by providing education to university students and employees for the prevention of crimes.
III. POLICY PROCEDURES

In accordance with Public Law 101-542, the
University will distribute annual reports containing information
relating to crime statistics and security measures to current and
prospective students and employees.

Potential
criminal actions and other emergencies on campus can be reported
directly by any student or employee to university Security Services by
dialing (323) 563-4918; during non-working hours, (213) 701-4019 or
cell phone (213) 422-3617. Security personnel will be dispatched
appropriately.

The
Office of Security Services shall inform students and employees, in a
timely manner, of any criminal activity or security problems which may
pose a reasonable threat to their physical safety.

Supervisors
must ensure that any loss of university property or equipment is
reported to Security Services within 24 hours of the loss being
detected.

Security
Services will provide information on security and personal safety
awareness to students and employees through regular safety training
sessions, bulletins, posters, brochures and other university
publications, and presentations during new student and employee
orientation programs.

Security
Services personnel will patrol campus buildings and parking facilities
to ensure a high level of physical security, conduct regular security
inspections and surveys, maintain electronic alarm systems, and
immediate response to emergency calls.

Access
to university facilities during non-working hours shall be processed in
accordance with the provisions of that section of the Administrative
Policy.

DRUG-FREE WORKPLACE
The unlawful manufacture, distribution, dispensation, or use of a
controlled substance or being present, on University premises or while
participating in University activities, while intoxicated, impaired or
inebriated from drugs or alcohol is absolutely prohibited. Violations
of this policy will result in University disciplinary action, up to and
including expulsion (of students) or termination (of employees), and
may have further legal consequences.
Legal consequences could include referral for prosecution, arrest and
penal or probationary disposition under appropriate sections of the
California Health and Safety Code, the California Penal Code and/or the
United States Code.
Employees needing help in dealing with drug and alcohol dependency
problems are encouraged to use our Employee Assistance Program and
available health insurance plan services. Additional information can be
obtained through the Department of Human Resources, (323) 563-5827.
