The Charles Drew University for the purpose of directing and managing its international health programs established the International Health Institute (IHI). The IHI has served as a mechanism to extend the Charles Drew University’s international health programs which began formally in 1979. Our previous international health programs have focused on integrated rural development with a focus on health and economic development. The IHI has now targets the strengthening of primary health care planning and management within health service delivery programs of developing countries. The IHI also promotes international health as an academic pursuit within the University and to promote the capability of faculty, staff and students to undertake international health programs and projects.

The mission of the Institute has been: "To improve the health and well being or underserved populations in the developing world through technical assistance, training and research ". The mission of IHI is seen as a subset of the University's mission. In this way, the mission of the University can be extended to the underserved internationally.

Charles Drew University has over the past two decades been a source of education, training and collaborative assistance to governments and agencies of over 20 countries on three continents (see experience). Drew has been most involved in the planning, delivery and management of primary health care services with African nations. The University has provided expertise in maternal and child development; health systems information planning, implementation and evaluation; pharmaceutical research; and hosted scholars and officials from many countries. In its interaction with overseas populations, Drew has consistently adopted and promoted the same model that it uses in carrying out its domestic mission: it emphasizes education and research through service, being sensitive to the fact that a given community must define and answer its own needs. Drew sees its role in this as primarily that of facilitator.
